What it is

Aerated chocolate is made by dissolving gas into liquid chocolate under pressure and releasing it as the chocolate sets, leaving a foam structure. The result is lighter by volume and physically fragile.

The sensory effect is not just novelty. A bubble structure has far more surface area than a solid block, so it melts faster in the mouth and releases its aromatics in a shorter, more immediate burst. Whether that is an improvement is a matter of preference; that it is a real difference is not.

It is also considerably harder to make well than it looks. The bubbles must be fine and evenly distributed, and the chocolate must still be correctly tempered around them.

What the percentage means here

Refers to the chocolate itself and is unaffected by the aeration. What the percentage cannot tell you is the density, which is what makes an aerated bar feel like less chocolate for the same wrapper.
