Gluten-free chocolate
Chocolate contains no gluten by nature. Everything that puts gluten into a chocolate product is something added to it or something on the line.
If you read nothing else
Plain chocolate has no gluten in it. Malt, biscuit, wafer and cereal inclusions do — and for coeliac disease the certification mark, not the ingredient list, is the meaningful signal.
The chocolate itself
Cocoa mass, cocoa butter, sugar, milk solids and lecithin contain no gluten. A plain bar of dark, milk or white chocolate is gluten-free by composition.
That is the whole of the simple answer, and it is why the question is really about the other ingredients.
Where gluten actually comes from
Inclusions and fillings: biscuit, wafer, malt, crisped cereal, cookie pieces, brownie pieces, pretzel. Malt extract in particular is easy to miss and appears in some milk chocolate and many filled bars.
Some products use wheat-derived ingredients as carriers or bulking agents. And shared production lines running wafer or biscuit products are the cross-contact route, which is what a 'may contain wheat' statement is about.
In the EU and UK, cereals containing gluten are among the allergens that must be emphasised in the ingredient list, so the declaration is there where it applies.
For coeliac disease specifically
A certified gluten-free mark carries a defined threshold and an audit behind it, which a bare ingredient list does not. For coeliac disease that difference is the one that matters, and a product with no gluten ingredients on a shared line is a different proposition from a certified one.
