Cream, butter and cooked milk. Almost entirely a formulation matter — and one of the few notes that can come from cocoa butter alone.
Dairy character in chocolate is dominated by what was added: milk powder, milk crumb or, in white chocolate, milk solids with no cocoa solids to compete. The variation between milk chocolates is largely variation in how the milk was processed before it got there.
The exception is worth knowing. Non-deodorised cocoa butter carries a faint fresh-dairy quality of its own, which is why a good white chocolate made without deodorised butter tastes of something beyond sugar.

How to tell: Cooked or slightly cheesy dairy is crumb-process; clean fresh dairy is milk powder. Both are on the ingredients list as milk.
