The development of milk chocolate
Milk and chocolate do not combine easily, and the nineteenth-century problem was water. The solution — remove the water first — is why milk chocolate is a Swiss product and why it is made from milk powder rather than milk.
Adding milk to chocolate looks trivial and is not. Chocolate is a suspension of solids in fat with almost no water in it, and water is what makes it seize into a grainy paste. Fresh milk is largely water. Adding it to melted chocolate does not produce milk chocolate; it produces a ruined batch.
The nineteenth-century Swiss solution was to take the water out before the milk went in. Condensed and later dried milk made a milk solid that could be combined with cocoa mass, cocoa butter and sugar without wrecking the emulsion, and the availability of an industrial condensed-milk process in Switzerland at the right moment is the concrete reason the development happened where it did. The alpine dairy industry supplied the milk; the condensing technology made it usable.
A second route, developed in Britain, cooks milk and sugar with cocoa mass into a dried crumb before the chocolate is finished. It produces a different and recognisable flavour, which is one of the reasons a British milk bar and a Swiss one do not taste alike even at similar percentages.

Significance
Made milk chocolate manufacturable, and established milk powder rather than liquid milk as the ingredient — which is still how it is made.
Why it is not simply 'chocolate with milk in it'
Milk solids do more than add flavour. Milk fat is soft at room temperature and softens the whole product, which is why milk chocolate has less snap than dark and why it is more difficult to temper. Milk proteins and lactose participate in the flavour development during conching. And the milk fraction displaces cocoa solids, which is why a milk bar's cocoa percentage is not comparable with a dark bar's.
That last point is the practical one. A 40% milk chocolate and a 40% dark chocolate are not the same strength of chocolate flavour, because the milk bar's 40% is a total that includes cocoa butter carrying milk with it.
How firm the attribution is
The technical account above is well established. The named-inventor version — a specific person in a specific year — is considerably less settled, and belongs with the other invention stories in this section. Several parties worked on combining milk with chocolate, the useful step depended on a condensing process developed for another purpose entirely, and the tidy version is a company history that has been repeated for a hundred and fifty years.
