Chocolate has bloomed
Safe to eat, and the two kinds have different causes. Touch it: smooth and greasy is fat, rough and gritty is sugar.
Bloom is the chocolate's own components rearranged at the surface, and it is not mould. Chocolate's water content is far too low to support the microbes that make food unsafe, which is why it keeps for months unrefrigerated.
Fat bloom is cocoa butter that has migrated to the surface as unstable crystals converted to the stable form. It feels smooth and slightly greasy, and it comes from warmth, temperature cycling or poor tempering.
Sugar bloom is sugar recrystallised after moisture reached the surface — almost always condensation from refrigeration. It feels rough and gritty.
Neither can be reversed. Both are perfectly usable in cooking, because melting destroys the crystal structure entirely.

- 15–18°C — Preventable, not reversible. A steady 15–18°C prevents fat bloom; keeping chocolate out of the fridge prevents sugar bloom.

Method
1. Touch the surface. Smooth and slightly greasy is fat bloom; rough and gritty is sugar bloom.
2. For fat bloom, review storage: warmth or temperature cycling. For sugar bloom, review moisture: usually the fridge.
3. Use it for cooking. Melting destroys the crystal structure, so a bloomed bar makes a perfectly good ganache, brownie or hot chocolate.
Where people go wrong: Throwing it away in the belief that it is mouldy. It is neither mouldy nor unsafe.
When it goes wrong
